A group of Chinese and foreign journalists visited the Carson Courtyard, the administrative center of the special economic zone. Pan Yougen, the general manager of the Zhejiang Special Economic Zone in Gogong, used the special economic zone sand table, project materials, and multimedia displays to comprehensively introduce the two phases of the park, four major zones, and the supporting facilities of the Double Tenth Special Economic Zone in Cambodia. The first phase of the special zone was approved by former Cambodian Prime Minister Hun Sen in July 2018. That year, 34 domestic manufacturing factories were introduced, and all products were exported to the United States, Europe, and other places. The annual export value was nearly 1 billion US dollars, providing employment for more than 10000 people in the area. The second phase of the special zone is located 3 kilometers away from the 135 kilometer exit of Jingang Expressway, with convenient transportation connections by sea, land, and air. The types of enterprises entering the park are wider, achieving improvements in environment, volume, planning, and functionality. On November 7, 2023, the new Prime Minister of Cambodia, Hun Manet, visited the Special Economic Zone, attended a conference to comfort 15000 industrial workers, met with entrepreneurs in the zone, and looked forward to the Zhejiang Economic Zone becoming a benchmark for industrial towns in Cambodia.

The press team learned from Mr. Pan's introduction that the Zhejiang Special Economic Zone is the only industrial park in Cambodia that fully supports the Double Tenth Plan. We have ten complete industrial production supporting facilities: water supply, power supply, steam supply, sewage treatment, packaging, logistics park, technical school labor service, maritime terminal, administrative and legal services, and business office. It also has ten comprehensive living and commercial facilities: supermarkets, shops, farmers' markets, catering and entertainment, schools, banks, hospitals, hotels, apartments, and residential communities. Among them, the special zone has built a 100 hectare reservoir with a storage capacity of over 10 million cubic meters and a self built water plant, ensuring worry free water use throughout the year; Building a self built sewage treatment plant to promote environmental protection and ecology in the park, and relieve the worries of enterprises in the future; There is a 5000 ton OMP dock located 10 kilometers away from Phase II, which has shorter departure time and lower shipping costs. In terms of living facilities, it is expected that the peak employment period in the second phase of the special zone will reach more than 80000 people. Supporting facilities such as self built parking lots, gas stations, agricultural markets, schools, hospitals, residential areas, office buildings, catering and entertainment will be built to meet multiple living needs.

Guest dialogue praises the integration of industry and city as a symbol

At the reception center of Carson Courtyard, Mr. Pan had in-depth exchanges with members of the Chinese and foreign journalist groups on the topic of building a chain and integrating industry and city in Zhejiang Special Economic Zone. Mr. Pan introduced that from the launch of the second phase of the special zone in August 2024 to March this year, the park has made significant progress. In terms of infrastructure engineering, the main road, municipal pipeline network, and earthwork project in the northern area have all been completed. The construction of supporting projects has also achieved remarkable results, with the completion of projects such as reservoir dams, water treatment plants, sewage treatment plants, turnstiles, lakeside hotels, skill training schools and labor service centers, and Carson Courtyard. 1、 The second phase of self built standard factory buildings has been fully completed, and the settled enterprises such as Hanlin Sofa, Aibo Furniture, and Wentong Furniture officially started production last year. Frontier pharmaceutical factories, sulfuric acid factories, cultural goods factories, luggage factories, gelatin factories, universal steel structures, lakeside hotels and other enterprises started construction in the first half of last year and plan to open smoothly in the first half of this year, fully demonstrating the efficiency and vitality of the special zone's "starting construction, putting into operation, and achieving results in the same year". The key to continuously attracting enterprises to settle in Zhejiang Special Economic Zone lies in its initial construction of five highly competitive industrial chain clusters, including furniture and home furnishings, light industry and textile, electric hardware, household appliances, and engineering construction. The industrial agglomeration effect is becoming increasingly prominent.

When it comes to the progress of the project, Mr. Pan frankly stated that the initial team faced many difficulties such as complex land planning and construction constrained by technology and environment. However, with firm beliefs, the team overcame difficulties and steadily promoted various tasks. Mr. Pan emphasized that the completion of the Jingang Expressway has greatly improved the transportation conditions of the special zone. It not only significantly shortens the transportation time of goods and reduces logistics costs, but also attracts the attention of more enterprises, effectively promoting the coordinated development of the special zone and surrounding industries.
