Recently, the Office of the Council of Ministers of the Kingdom of Cambodia officially issued Document No. 661, announcing the implementation of multiple exemptions from approval obligations for qualified investment projects (QIPs) within economic zones, greatly simplifying the investment process, and reducing costs, increasing efficiency, and accelerating development for settled enterprises.

According to the document, the Royal Government has officially agreed to waive the three core approval items for the QIP project in the special zone:

1. Apply for construction permits for factories and other buildings for each qualified investment project.

2. Each qualified investment project shall apply for technical specifications and industrial standard licenses, factory opening applications, and factory operation certificates.

3. Prepare an Environmental Impact Assessment (EIA) report, except for investment projects identified by the Ministry of Environment as having high potential for environmental pollution. The implementation of this exemption only applies to investment projects located within the special economic zone and whose overall plan has been approved by various ministries/agencies, and only applies to buildings constructed by investors based on the overall plan.

For investment projects located within economic zones but without a clear overall plan, construction permit applications, technical specification and industrial standard permit applications, as well as environmental impact assessments (EIA) must be submitted separately for each type of investment project.

Important: Key prerequisites for policy application

This policy dividend is not universally applicable and has clear compliance entry thresholds. The Zhejiang Special Economic Zone in Cambodia fully meets all applicable conditions.

01/Regional restrictions

It must be located within an officially recognized economic zone in Cambodia.

02/Planning premise

The overall plan of the special zone to which the project belongs has been officially approved by relevant ministries and institutions in Cambodia.

03/Construction Compliance

All buildings owned by investors must be constructed strictly in accordance with the approved master plan to ensure compliance with the construction standards of the special zone.

04/Qualification certification

Successfully passed the Qualified Investment Project (QIP) certification by the Cambodian Development Council (CDC).
