In the blink of an eye, 2024 has quietly passed. This year was undoubtedly filled with extraordinary challenges, but also a time full of glory. In this year, we have overcome difficulties and moved forward courageously, repeatedly achieving remarkable achievements.

The second phase of the special zone covers an area of 1041 hectares and was launched in August 2023. In just 16 months, it has completed land signing, project planning and design, park road network pouring, rainwater, sewage, water supply network engineering, a large reservoir with a storage capacity of 10 million m ³, a 30000 m ³/d water plant, a 15000 m ³/d sewage treatment plant, a 5500 ㎡ lakeside hotel, a 12000 ㎡ Carson Courtyard, a skills training school and labor service center, and the construction of one or two batches of standard factory buildings and other supporting projects.

During the peak period of the second phase of the construction project, 22 construction lines worked day and night to cross and advance in parallel, completing more than two years of work in just over a year, once again demonstrating Carson's iron army speed.

1. Park road network: 12 main roads have been poured, with a total mileage of 20KM.

2. Municipal pipeline network: A total of 8KM of rainwater, sewage, and water supply pipeline networks have been completed.

3. Excavation of Earthworks in the North District: The 2.2 million m ³ (Section 1) earthworks project started on November 28th, and the 2.2 million m ³ (Section 2) earthworks project started on December 6th. Currently, it is being intensively and efficiently promoted, and is expected to be completed by the end of May 2025, providing a solid guarantee for subsequent investment and contract signing, and effectively promoting the construction process and development of the North District.

Supporting Projects

1. Reservoir dam: covering an area of 100 hectares, with a maximum storage capacity of 10 million cubic meters. Construction began in January 2024 and was put into use by the end of June. Currently, over 8 million cubic meters of water have been successfully stored, laying an important foundation for the opening of the special zone.

2. Waterworks: covering an area of 5000 square meters, with a design scale of 6 integrated modules, providing a daily supply of 30000 cubic meters/day of tap water. It has been put into use and provides strong support for production and life in the special zone.

3. Sewage treatment plant: The East District sewage treatment plant under construction covers an area of 5 hectares and has a daily industrial sewage treatment capacity of 15000m ³. It is currently in the decoration and renovation stage and is planned to be put into use in January 2025. The integrated sewage treatment facility for living in the eastern district is under construction and is planned to be put into use in January 2025.

4. Opening and closing stations: Two closed power stations have been built and put into use to ensure the daily production and living electricity needs of the settled enterprises.

5. Lakeside Hotel: With a total construction area of 5500 square meters, it has one underground floor and three above ground floors. The plan includes 25 guest rooms, convenience stores, restaurants, coffee shops, and other functions. Currently in the decoration and renovation stage, it is planned to be put into use by the end of January 2025.

6. Skills training school and labor service center: covering an area of 1200 square meters, have been put into use. To help improve the overall skill level of Cambodian workers and supply skilled talents to special zone enterprises, free training will be provided to surrounding workers in computer, business, finance, language and other skills. At the same time, the special zone has also established a labor service center, aiming to provide a platform for enterprises to recruit workers and offer convenience and assistance for workers' employment.

7. East Gate and Commercial Street: The East Gate has been presented. The commercial street is currently undergoing construction drawing design, with plans to start construction in February 2025 and complete by June 2025.

8. Carson Courtyard: The project covers an area of 12000 square meters and is a comprehensive supporting project integrating investment promotion, administration, guest rooms, catering, and dormitories. It is built adjacent to mountains and water. It will be launched in July 2024 and completed on January 10, 2025, and will soon be put into use.

Factory Construction

The first and second batches of standard factory buildings, consisting of 8 buildings with an area of approximately 120000 square meters, have all been completed and rented out.

Registration and Signing Agreement

In December, 25 enterprises signed contracts for investment and settlement, including 24 land leases covering an area of 442002 square meters, 1 factory lease covering a building area of 14080 square meters. In 2024, the special zone will complete the signing of contracts for a total of 80 enterprises to attract investment and settle in, including 71 land leases covering an area of 2194534.33 square meters, 9 factory leases covering a building area of 104015 square meters. The gelatin factory covers an area of 194900 square meters and is ranked among the world's top three leading enterprises in the industry. It is about to start production and operation, with a world leading production capacity.

Starting Enterprises

On December 28th, the standard factory building (covering an area of 83382 square meters) of the second phase of the special zone electroplating industry park grandly started construction, marking the formation of a closed loop in the hardware industry chain of the second phase of the special zone, and thus relieving the worries of metal surface treatment electroplating enterprises such as hardware products, equipment enclosures, and metal panels in the special zone. After Brother Hardware signed a contract to settle in, more than ten companies including Meizhi Tools, Longhe Hardware, Xinli Hardware, Baolida Tools, Chaoli Tools, Yinxiang Tools, Youjia Hardware, SUNWARK, etc. have signed contracts to settle in the second phase of the special zone. The effect of the hardware industry chain driving the rapid entry of hardware industry enterprises is beginning to emerge.

As of December 31st, more than 60 enterprises including Frontier Pharmaceutical Factory, Sulfuric Acid Factory, Cultural Supplies Factory, Luggage Factory, Wentong Furniture Factory, Electroplating Factory, Lead Smelting Factory, Eyewear Factory, Wooden Door Factory, Tool Factory, Warp Knitting Factory, Industrial Protein Factory, Home Furnishing Factory, Nanhu Town Commercial Center, Hanlin Sofa Factory (Phase II), Gaodian Furniture (South District), New Yantian Investment Company, Gaodian Furniture (East District), Zhejiang Special Economic Zone East Customer Service Center, Zhejiang Baosen Furniture, Dingli Construction, Longhe Hardware, Wentong Furniture, Electroplating Industrial Park Standard Factory, Cambodian Apartment, Xinli Hardware, etc. have started construction. The second phase of the special zone has initially formed industrial chain clusters such as furniture and home furnishings, light industry and textile, and electric hardware.

Production Enterprise

As of December 31st, Hanlin Sofa Factory Phase I, Aibo Furniture, and Wentong Furniture have officially started production. Sulfuric acid factories, cultural goods factories, luggage factories and other enterprises are about to start production.

The second phase of the Zhejiang Special Economic Zone in Cambodia will continue to accelerate its progress, with plans to complete all investment attraction and final project construction by the end of 2025. The third phase plan covers an area of 1000 hectares and will focus on attracting high energy consuming enterprises in the printing and dyeing industry. It is expected to acquire land in the first quarter of 2025 and start investment promotion work in mid-2025. Supporting projects such as power plants and sewage treatment plants will be completed by the end of 2027. The fourth phase plan covers an area of 1000 hectares and is scheduled to acquire land in the first quarter of 2027. It is planned to recruit licensed industries from the Cambodian government, such as waste recycling and hazardous chemical treatment, to support large-scale docks and warehouses. The project is scheduled to be completed by the end of 2029. Through this series of developments, Zhejiang Special Economic Zone will be the preferred location for domestic and foreign trade enterprises to set up factories overseas, and will also inject new vitality, momentum, and opportunities into the regional economic development of Cambodia.
